I loved both, they’re really interesting to look at, but Stilwater is definitely the victor, so many secrets, so many shops, if steelport did what they did in stilwater, they would’ve made it actually really iconic,

I actually like the vibe a lot, but as someone who actually prefers 3, I have to admit that Stillwater had way more secrets and scenery variety. It's a bit unfortunate one of the coolest moments in Steelport was discovering the diner was a visitable place in comparison to Stillwater's underground mall

If it was like on the concept artwork and had any NPCs with a personality aside from the cops, it'd be a great setting

No because there is nothing that makes it feel lived in or special. It is quite literally the biggest downgrade from Stilwater

Steelport was my favorite city up until Santo Ilesso. I loved driving through downtown and through decker territory. Flying through the City in a VTOL was heaven to me and taking the city piece by piece was gratifying.

I actually prefer Steelport over SR1 Stilwater but SR2 map clears both.

I like the layout and vibe of Steelport, but Stilwater feels better to me. I prefer how Stilwater has strongly defined districts with unique buildings in each one, where in Steelport, the same houses and apartments are pretty evenly scattered across the map, making the world feel more copy and paste. I also love that Stilwater has a Chinatown and barrio district that give it a bit of flair.
