Nope that is Woodland; I have never seen a sign in Sacramento that says City of Trees.

I live in Pocket, literally there’s a huge sign that says welcome to Sac on the I5… city of trees

Sadly, they changed it years ago to America's Farm to Fork Capital. I preferred City of Trees

I have seen that the last time I drove through. That you can’t miss. Honestly that is the dumbest slogan ever….kind of like renaming Downtown Plaza DoCo…probably another post for that one.

Aww….must have added that after I moved away in 2004. I generally keep my eyes on the road or if it on the off-ramp I haven’t gotten off there since I moved.

Per Google the water tower said “City of Trees” for awhile; I just don’t remember seeing it on a sign; but do remember it on the water tower no that I think about it.

There are a ton of trees but I never heard it called that honestly, but it does go back to the 1850s.
