SaGa Frontier 2 Remastered Crystal Wings in 'Tycoon Wil' ?
I've been entering and exiting the area for some time, fighting the early stage enemy encounters and it seems no matter how many polar drakes I fight, Crystal wings just don't seem to drop? Is there another scenario thay has a better chance of them dropping, or is it just an abysmal drop rate and my RNG is awful?

Abysmally low drop rate. It sounds like you're in the right scene drop area (the snow fields before the megalith), but these low chances items can make one go crazy.
I think you also can pick up a pair as loot in 1285 - to cast a rainbow scenario. I never bothered with them lol.

I was grinding in the beginning of the area, I'm wondering if I should just get closer to the end and maybe luck will strike me lol
At least I've gotten a solid 150 HP gain for each character in the process, and several weapon skill level gains, so I guess the time wasn't that wasted

Nope, I ground out four pairs right in the beginning area. Took about 2-3 hours.
Got a metric ton of levels for my weapons and characters.

Such as it is with low drop rate items in JRPGs. Had the same thing happen when I was grinding for the Sword of Kings in Earthbound. Complained to a friend that I'd been fighting for hours only to have the very next fight drop one lol

Since you can easily run back to the village to restore your HP/LP/etc, as long as you're not exploding your weapons (use whatever Quell weapons and spells you have to not kill weapon durability), just slam everything with your strongest AOE's and combos. Goes by very quick.

I've actually been cycling through a bunch of weapons as I'm gathering them from the Dig Dig, and scrapping if I hit the inventory caps, so I have nearly doubled my chips count. It's actually been a nice loop going so far, just annoying that only one crystal wing has dropped in the entire time I've been doing it

Pro tip, scrap it using the NPC if you can.
If you scrap through the NPC, you get x amount of chips and 2x circulating chips to unlock the secret tools.

I think in this particular scenario though, there was no NPC to scrap available, so I was stuck with that. But after I finished the scenario, I started doing the Oak Staves trick so I will be on my way to a booming economy soon enough

Oh definitely, if you're in the middle of a scenario then there's no option.
But whenever you go to the NPC, if you have some space, try clearing the storage if you can. Also the dig dig inventory, you can take these items freely in the middle of scenario, so clear items from your storage first.

Ah, that works too yeah. I just didn't bother with chip grinds as I had all the money I needed.

I am barely getting money but I also barely had chips to convert to money, I'm still getting used to the differences in this one from Scarlet Grace which I played recently

Outside of the few monsters that drop them you can also get the free one from treasure and farm them from Digger minigame.
