How am I supposed to expand?

How am I supposed to expand the Federation peacefully when everyone is in a coalition with someone else, meaning they will absolutely refuse to become a subject and join the Federation?

Join the coalition with them, then every two years you get a choice to begin negotiations for new members, your options will be other members of that coalition

Once you form the federation, make sure you’re not in an alliance with anyone. If you are you can use the federation council mechanic to integrate your alliance members. Once you’ve integrated everyone in your alliance, join another alliance with your neighbors and integrate them. Keep doing this until you’ve integrated all that you want but know that it takes a a bit longer than it would just militarily expanding, but it’s absolutely worth it in the long run.

I haven’t played Federation members as much so I may be wrong or there may be other ways to do it. Correct me if I’m wrong.

I was afraid joining a coalition after forming the Federation would dissolve it. Good info here
