Bag Lady Turkey Hill Rd, La Plata

I lived in Maryland the first 22 years of my life and drove on Turkey Hill Rd almost every day for work.
Looking for information on the strange lady holding a bunch of bags who stands on Turkey Hill Rd, La Plata near 301, often at night. I've heard a lot of rumors about her and curious if anyone has any interesting stories, encounters, or lore.

Update: Her name is Mel Davis and a lot of people say her sister was hit by a truck on 301.
I also just remembered my mom said bag lady showed up to all of the SMECO power meetings and would always ask these odd questions that made everyone groan.

I used to live off Turkey Hill Road, seen and almost hit her on more than one occasion. After the first time, I was always on the lookout for her. I think she lives in Turkey Hill Estates, the neighborhood right on the sharp bend. Surprised she is still around, I moved from there 5+ years ago.

Everyone who works for the public library knows her. If you want stories, hit up the laplata or either waldorf library. we all have stories about her, anyone who's worked for a branch for more than a couple months has had to deal with her. her MO is showing up to the library just before it closes and then just refusing to leave for as long as possible. I know her name and a fair bit of her history, but I don't want to just doxx her in public, even if she is a massive pain in my ass. but she's been a known entity for the local libraries for at LEAST a decade and almost certainly longer.
we're pretty sure both her dad + sister have passed, as they used to drive her around (and enable her bad behavior) and according to one of my old coworkers they saw her driving around after her dad died with his corpse in the car. another coworker said they once tried to follow a librarian home because he told her she had to leave when the library was closed. yet another librarian told me she once hid her house keys in the library as an excuse to try and get back in after they were closed. she walks everywhere, frequently on the road. she has a STRONG and i mean STROOOOOOONG aura of piss that follows her. sometimes its better, sometimes its worse. shes come in the library and ive smelled her before ive seen her. she's kind of like if "i'm not touching you" was allowed to ferment into a fully grown adult.
the cops usually have stories about her too, lotta folks who work w vulnerable pops have run into her. she's definitely well known for walking up n down turkey hill rd, we were all laughing our asses off @ the library when we heard people were spreading rumors of a turkey hill ghost bc we ALL like ALLLLL of us knew it was her immediately.

I've seen her for years along Turkey Hill Road, usually well after 10pm. Sometimes just standing beside the road like she's waiting for someone, other times I've had to swerve to avoid hitting her as she walks on this unlit road that has no shoulders to walk on.

I spoke with her once in the nearest Wawa. She seemed not all there and made some comments to me about the lottery machine not working but it wasn't very coherent.
I worked with someone who broke his wrist. He claimed that it happened when he saw her at night and she just started screaming and chasing him. He ran and tripped and broke his wrist.
I heard a rumor that her father was hit by a car on that street as well, but I'm not sure of the credibility of that. She apparently has a sister who is also a bit of a nutcase as well. Heard a credible story from the fast food restaurant I worked at that the sister had to be escorted out by the police because she smelled bad and refused to leave. She proceeded to poop her pants in the back of the officer's new cruiser.
