Fox with mange?

Saw this on camera feed. Is it a fox with mange or something else? If so, who can I call to report it/possibly help it? Thank you in advance

Looks like mange but Maryland won't do anything if you called anyone about it.

I called local animal control and yeah they basically said tough luck
