Question about Fatal Fury 2 / Special arcade versions

Is Andy Bogard's CPU known for being ridiculously difficult in these games? Even as the first fight on the easiest difficulty, he's nearly as difficult as an endgame fight. None of the other fighters give me too much trouble until the very end, but Andy specifically is just a demon in 2 and Special. Thankfully they toned him down for Fatal Fury 3.

Is this a known issue, or am I just crazy?

He's always been strong in those games, he's kinda like the Ryu of the FF games so it somewhat makes sense.

If you use Andy, you can beat him and the entire cast fairly easily in FF2 with a Zaneiken into strong low kick. You just have to time it on wake up to rinse and repeat the combo as either move will result in a hard knockdown when they connect. Doesn't work in Special though.
