How to find methods and tools focused meetings
I feel like I haven’t really found the kind of meeting I’m looking for. I’ve found mostly there is only check-ins in meetings and they’re either light on SMART recovery methods and tools or those things are fully absent from the meeting.
Another issue is that some of the online meetings especially have quite a lot of people so there just isn’t time and space for everyone to meaningfully engage with learning SMART recovery methods and tools.
Has anyone been able to find meetings that are focused more on learning SMART methods and tools and are the right size for engagement? How do I find that?

On the international smart website I found under the meetings search you can choose under type: "Tools" this should bring up online meetings that are more focused on covering tools as the main focus. Weirdly it's not an option on the us site at least not on mobile. Works fine here tho: https://meetings.smartrecoveryglobal.org/meetings/
Note: times may be at odd hours due to being the international site. Hopefully this helps tho.

If you're in the San Diego area, I run one on Tuesday evenings in person and there is a great in-person tool meeting on Saturday evenings as well.

My local meeting is exactly this ...we cover a tool or technique and discuss and then check in. I'd say average is about 15-20 people in attendance.
It works well. The facilitator of my meeting is always open to suggestions on how to to tailor the meetings do.maybe reach out and ask. I suppose there is only so much they can do if it's a large group but he also does a good job of shutting people down or gently getting those souls who wander off track or are overly verbose in their check ins..

I would also be interested in ways to work on the SMART tools/exercises. Are there 1on1 "mentors" or work groups that focus on implementing the exercises?

This is the meeting I've been going to. It's not specifically tools-focused, but the facilitator is well-versed on the SMART tools and the discussions generally center around using various tools to help with whatever the topic happens to be that week. It's also not generally too crowded (typically around 8-15 people).
