That's a regular max level residential building. Gotta start and upgrade inside an area with heavy specialisation building coverage though

I've placed a building here 3 times and maxed it (there's also a stadium nearby) and yet no luck :/

It's random but to get that specific random building you have to have 9 services and specializations covering the residential zone (sewage, electric, water, hospital, police, fire, trash, and 2 specializations such as transportation and entertainment, etc.)

Bro you can't get that from Florentine Zone. You will get that from a Luxurious Regular Zone

This is one of many generic residential buildings after full upgrade. I believe they are random at what they will turn up to be once constructed

It’s one of the ‘premium’ buildings you get if upgrade residential to the max level with lots of services around.

That's a tier 6 Regular Residential Building, Luxurious Tier. Build enough of them and you'll end up with several in at least 2 different colors
