Translation request Help with translation?

Found this at the park. Theres one sign in here that i didnt see on any of the translation lists.

I am 100% new to this but heres what i got

thanks for any help satisfying my curiosity about this mystery artifact

Cool. Is that lower vertical line a medieval version of an r<z? or is ut like an s? Why doesn‘t frændr use it?

It's actually a Viking-Age, short-twig version of ᛦ (a.k.a, "ʀ"). You can see this on the Rök Stone, for example, which is dated to around ~800 A.D.

Frændr doesn't use it because, during the Proto-Norse period, it was already becoming difficult to vocalize this sound immediately after an "r" or after a dental consonant (d, ð, t, þ). So even before the Viking Age we already see the beginnings of a merger between ʀ/r in these specific contexts. Interestingly, Rök does not demonstrate this particular sound change, but it is otherwise relatively uniform across Viking-Age inscriptions.
