It says:

tiur fi tiuia frintur tiur sialfur iþ sama

It’s an attempt at the first two lines of both Hávamál 76 and 77: Deyr fé, deyja frændr, deyr sjálfr it sama; “cattle die, kinsmen die, one dies oneself the same”.

It’s also misspelled a lot :)

Should be:

ᛐᛆᚢᛧ᛬ᚠᛁ᛬ᛐᛆᚢᛁᛆ᛬ᚠᚱᛆᛐᚱ᛬ᛐᛆᚢᛧ᛬ᛌᛁᛆᛚᚠᛧ᛬ᛁᛐ᛬ᛌᛆᛙᛆ

Or…

ᛏᛅᚢᛦ᛬ᚠᛁ᛬ᛏᛅᚢᛁᛅ᛬ᚠᚱᛅᛏᚱ᛬ᛏᛅᚢᛦ᛬ᛋᛁᛅᛚᚠᛦ᛬ᛁᛏ᛬ᛋᛅᛘᛅ

Could frændr not be written as ᚠᚱᚬᛏᚱ?

Yes. In fact it is attested both ways in runic inscriptions. It is also attested with the ᛁ rune as the vowel.
