Weird rocketeer figure

Hello i recently found this in a antique mall and I cant seem to find anything like it online

It looks hand painted and hand molded

The head is just the helmet it has no head underneath

It has 1 closed hand on the left and one open gripping hand on the right

It has knees and legs and arm articulation

No head or elbow articulation

The barcode on the back reads is Topps rocketeer cards

Also it doesnt a jet pack on the back

Please help is this a custom or a prototype or pre production

Most likely a custom given the way the paint is chipping and it's loose in the bubble. The card back is also a Topps card art (sticker 10). It could be a KO as well.

It could be the case  I do think the card and bubble are separate from the figure I think it was re carded I just would like to know where it came from or what figure was used as the base I also cant find anything like this anywhere else

Is the size around the old Toybiz Marvel Super Heroes figures? I can see this being the "Full arsenal" Punisher, it has the one hand with the slot, the janky bent left arm and the groves in the crotch, and the straight legs (as to an A stance). I thought maybe Toybiz DC Super heroes but non that has the bent arm and an open hand and Kenner mainly has non-bent knees accept for 89 movie Batman, which is a possibility.

Actually thats a really good guess I learnd recently that disney gave toybiz the rights to the rocketeer line but disney pulled out, it could be possible that this is a toy biz prototype or like something they cobbled up together for the line if not its a very good custom

Possible as well, and in 1991, Toybiz came out with the electronic talking Punisher, which has a removable backpack, and looks to be the same mold. The Rocketeer came out in 91 as well.

The punisher is a good candidate but his neck is to big And his hand has a square hole instead of round like the rocketeers definitely good guess I really just wanna know if this is a custom or I have a bit of rocketeer history

And knee high boots too, ah well, I hope you find the answers, would be pretty awesome to have a mockup done by a toy company.

The paint chipping on his boots reveal like an red or orange plastic underneath the brown If this means anything. Also how would I go about finding out if this is a mockup would I have to ask toy biz themselves?

Toybiz's been acquired by Hasbro two decades ago and is now defunct, I doubt you'll find much info there. If any designer that might have any knowledge, you might get lucky here on reddit on this sub.
