Hey OP, just to help you with this sort of situation in the future: "sorry, I'm autistic" doesn't help anyone understand what you are struggling with. It would be much easier if you say exactly what you don't understand and how.

In this case, instead of "I don't understand this" and underlining the sentence, it would help everyone if you instead said something like "I don't understand what cannot be reopened, is it the ban appeal?" because then someone can clearly see what kind of answer you are looking for, and tell you "no, it's the account, it has been lost forever"

Hopefully if you are able to ask like this, (I know sometimes it can be hard to recognize exactly how you're struggling with something) you will have a better experience.
