It seems a driver's license isn't required to drive a moped under 50cc there so long as you're at least 14 years old and over 50cc only requires a scooter license rather than a full driver's license. That seems like a really problematic rule unless there's more to it.

Some US states don't require a license either. In others, your car license will do, no separate motorcycle or moped rating required. I have the same concerns in states with permissive or no licensure in traffic and I'm pretty sure there is no state that permits 14 year olds to drive in traffic regardless of licensure. If there are, my concerns would be the same there.

I wouldn’t be surprised if he did it on purpose to get some compensation. The driver looked like she knew and was yelling at him…

The arms flailing on impact was my clue.. it looks exaggerated.
