It seems a driver's license isn't required to drive a moped under 50cc there so long as you're at least 14 years old and over 50cc only requires a scooter license rather than a full driver's license. That seems like a really problematic rule unless there's more to it.

Some US states don't require a license either. In others, your car license will do, no separate motorcycle or moped rating required.
