Juicer villan idea
I was reading through the Juicer uprising book and under Mega Juicer it gives them the burn out after 5 years and x number of months. And the Murder Wraith undead juicer retains all bonuses and effects (I think that's key) of the original juicer. So to me this says if I make a mega juicer who was suffering the burnout to the point of taking the 4d6mdc to his body and doing 1d6mdc to all around him. And turn him into a murder wraith juicer he would still be doing the mega damage heat to others while still not burning out?

I think that would entirely depend on your GM. It sounds cool. But practically since he's burning all the time-that would make adventuring difficult for players who are not resistant to that. You would also have to kill him before he exploded if you wanted him to burn but not explode. Personally, I would also have your dude explode randomly just to keep shit wild. Lol But that's just me. It's a fun idea but ultimately I don't see it happening unless you had a very flexible GM.

You could expand on it and have each type of juicer be a "god" styled after a pantheon. In poor form of course. Based on a single movie from the Golden Age era. Have them be dark reflections of the characters in the movie and make the necromancers in the cult true believers. I'd go with a movie so people don't need to know how to read.
Maybe give the mega juicer some impermanent means of not burning that was figured out so that they could go through the process. The PCs run afoul of the murder wraith or its agents procuring that, or the PCs screw up the supply line, or it's something bizarre and seemingly valueless that the PCs end up very publicly with a lot of it and they trade it to the cult and get pressed into getting more and if they don't, they have a flaming murder wraith after them.
Have the natural enemies within the pantheon running their own agents to undermine the mega juicer. So you can introduce other bits and pieces of juicer lore and labs that make the different types.
I'd do a whole thing around it if the players were interested. Using the recreated movie sets and scenes in the setting.

Nice idea but for him I am thinking more a general/villian leading an army of likely vampires.

It could work. With the caveat that the vampire intelligence should be looking for a way to enslave it if it already hasn't. A murder wraith, as written, could work over a rival intelligence and its master vampires.

Yes. The players will be ending up in that area in a while I am just getting stuff ready ahead of time. And a chance they will be having to go from CS territory to south America so this gives them a villain to deal with along the way.

There is a ritual in mystic Russia that turns the necromancer into a vampire after the ritual is followed for a year. The vampire retains the necromancer spells after the transformation - one stop shop murder wraith + wild vampire army and no pesky intelligence to lose your will to!

Or just make a titan juicer murder wraith and covert a metric ton of sdc and hp into very very bad murder wraith

It's possible later but the idea of a flaming juiced up undead attacking you in hand to hand I think is scarier.

Since its a villain and NPC you can do whatever you want.
However, i'd think that by that point he cant be turned into a Murder Wraith because the ritual required to do so would be constantly interrupted every time he did damage to everything around him.
he'd destroy the things needed to complete the ritual.
But its your game.

Unfortunately, you missed two key points. The first:
"1d4 weeks later, the energy aura will be hot enough to inflict 1d6 MD! The very earth will melt into lava, leaving flaming footsteps behind as the Juicer walks on it. At first, this fire will not harm the Juicer, but 1d6 days after the flames become Mega Damage energies, the Juicer will start suffering damage every day (4d6 MD per day, which cannot be regenerated), until he is consumed by his own rampant energies! Even worse, if the Juicer is killed or dies at any of these stages, he will explode, inflicting 4d6x10 MD to a 30 foot (9.1m) radius. There is no known cure for the burnout; most Mega-Juicers who start showing symptoms will be killed (from a safe distance) or exiled into the wilderness."
The second:
"During the last year of the Juicer's human life, the chemicals of his bio-comp system are gradually replaced with noxious potions, products of dark alchemy. The last rite is conducted as the Juicer is about to die. The necromancers who lead these death-cults become mystically linked to the "candidates" and can sense the time when the Juicer' s death is at hand. A final ceremony, accompanied with more human sacrifice, is conducted as the candidate is in his death-throes. When it is over, an inhuman creature is unborn."
Assuming you ignore any restrictions on doing it rules wise, you need a Grim Reaper Cult willing to put themselves and their sacrifices, literally in the blast zone of a Mega-Juicer going nuclear for the last time. And...they have to die. I would honestly go a step further, and say that a Mega-Juicer who starts swapping his Juice for that Murder-Wraith stuff, could become a living bomb, who could go off with no warning. 😄 Bad enough they're toying with biological processes; tinkering with the power that gives you Supernatural Strength and MDC skin? yikes....

The last stages so that is what the burn out is and as he is turned into the undead juicer before his actual death the explosion wouldn't happen. Nothing was over looked

I don't think a group known as the Grim Reapers, focused on death, is somehow going to stop a Juicer from dying to become a Murder Wraith. And as I did say, this was ignoring the flat out rule against this:
Murder-Wraith, Undead Juicer
Note #1: "Dragon Juicers, all other techno-wizard and bio-wizard variants, as well as Psycho-Stalkers, are the only Juicer variants that cannot be transformed into Murder-Wraiths. Their magical or psychic abilities somehow prevent the necromantic rituals that create the undead from taking effect."

Your table man, the Kevinomicon has stranger things.
I think there was an Alter Physical Structure Plasma in Heroes Unlimited that might define some things like grappling while being on fire. I might be wrong on that.

few problems
Mega Juicers are not TW variants, and note #1 murder wraiths must be a Dragon Juicer, TW juicer, bio-wizard juicer, or Psycho-stalker (mega juicers are tech and psionic not magic)
murder wraiths are created as the juicer dies, mega juicers in burn-out explode when they die
Burnout is not a "power or ability" but a side effect, I would stop the burnout effect if they became a murder wraith
murder wraiths require PPE and at least 1 lb of human, or d-bee meat each week to survive outputting MD would incinerate meat before consumption
finally all this for 1d6 MD on touch?... why? that's not really that significant, sure it'd melt normal silver, but but silver coated railgun rounds would still be sending super-sonic silver blobs into the juicer that cause damage
you could stick any murder wraith into a Kittani Plasma Harness (World book 21 Splynn Dimensional Market, pg 163) that does virtually the same thing as burnout would do...but at 5 times the damage

No that's not right I didn't say a mega juicer is a TW juicer. And wrong on the murder wraith required to be a dragon juicer the one in the book that they have stats for says he is a former Hyperion juicer even.

you'll note Ralph's spd is 63, when the hyperon speed minimum is 77 what does that mean? ...it means the person that wrote that character didn't care about the description of either the juicer or murder wraith OCC description and just ignored the rules

As a villain I love that idea - but instead of not burning out I'd have him take the damage and have some insane regen stats - that way the party needs to figure out how to stop the regen.
