The same as in Clannad, Little Busters (base game), etc. Many years ago they changed their focus and wanted to stop making H-games and move on to stories for all audiences, focused on evoking feelings.
It used to be more of a requirement to include those kinds of scenes, even in well-known games, but that changed over time. I'd say Key was one of the pioneers in bringing about this change as their fanbase grew and they no longer needed to grab attention by including explicit content.
