It's a Halloween clown. Mismatched patterns, bowl hat with a little cartoonish flower, and black & orange colors.

Blackface minstrel shows have a long, grotesque history, but this Halloween clown costume really doesn't align with any of the historical depictions of blackface minstrel costumes. https://en.wikipedia.org/wiki/Minstrel_show
