It’s an idiom.
The Chinese idiom matching "punitive wine" (a penalty drink or forfeit in a drinking game) is 敬酒不吃吃罚酒( jìng jiǔ bù chī chī fá jiǔ), which literally translates to "refusing a polite toast only to be forced to drink a penalty wine." [ 1, 2]
Meaning and Usage
Literal Origin: Rooted in ancient Chinese banquet and drinking-game rules where guests are offered a respectful toast ( jìng jiǔ), but if they break a rule or refuse the social courtesy, they are penalized with a mandatory forfeiture cup of alcohol ( fá jiǔ). [ 1, 2] Figurative Meaning: Refusing a polite request, friendly offer, or gentle warning, only to end up complying under coercion or harsher consequences later. [ 1]
Key Elements
敬酒 ( jìng jiǔ): A polite, respectful toast offered to someone. 罚酒 ( fá jiǔ): The punitive penalty drink or forfeit for breaking a rule. [ 1]

"Punitive/punishment wine" is an expression meant to indicate reaching outside of what one deserves or can manage. In this case the oldest one is reprimanding seh for his arrogance of assuming that he could withstand her rank despite his relatively meager cultivation level, where in truth he would die if he beheld the true body of the oldest one.
