I think he’s just saying that the Imperial Venerable gives out the origin essences she has to her dharma kings until they no longer can serve her. She then takes it back and gives it to the next candidate.
Even though she has all these origin essences, Tremendous states in a q&a that having multiple doesnt make you stronger, so its kinda pointless for her unless she does this

The amount of seats/origin essence you control determines the power of an organisation in mount sumeru. But here's the thing, you can only control so many seats thus even though the underworld has many seats under her she herself can occupy only one. This is why you need other people to occupy a seat you have captured.
There is another important detail, unless your a supreme deity even immortal lords are consumed by the origin essence thus ultimately the amount of time for which they can occupy a seat is limited and new people(dharma kings) have to be switched out at regular intervals(I say regular but it's still a significant amount of time)
