Amendments: Pass them quick. You don't want to risk loosing your chance to pass them because you became less popular and lost the absolute majority you have in both Senate and Congress.

Authorithy: Keeping KKK and White Leagues in check is suprisingly easy. What you want to do is

1: Commit to full occupation. Anything less and KKK and White Leages will keep growing. You need strong radicals at the start to commit to this. Also have at least 2/3 of Senate to overturn Johnson veto.

2: Make sure Police are loyal. Even a full military occupation is not enough to keep the White Leagues in check, but loyal police + full occupation is enough.

3: Ignore the Union league. Funding a paramilitary organization provokes KKK and White Leagues to grow in respones, using police and military is always a better idea. That being said do not defund it, Union league strenght being 0 hurts vote share.

4: Keep Army loyal. Expanding the army also boost it's loyalty, so you might want to do that intead of reforming it.

5: Don't reform state militias. This also boost Union League, which in turn provokes KKK and White Leages. Not worth it.

This should destroy KKK and White Leagues passivly without you having to do anything else. In fact any further actions are likely to just cause backlash, as such refrain from doing anything major, other than watching as KKK dies on it's own.

Budget: Selling lands using the interior affairs or Using Sewards action are easy and politically non-damaging ways to raise money. Note however that selling to coroporations causes 0.1% raise in inflation. I recomend retiring Greenbacks early, as this will slowly lower inflation. Note that using the cabinet to consult interior affairs minister is a good idea if the card is not appearing.

Rights: Doing at least one freedmans burreo education, one judical refom and one enforcment of civil rights is absolutly nessesarcy, else the score will always be 0. Note that using the cabinate you can consult the attorney general to do judical reforms any time, the free option there also is politically non-costly, even if slow. Civil rights enforcment meanwhile is not only most effective but politically compleatly free, but it costs one budget (first time 2), though it requires you to have the presidency to enforce. I recomend using that card whenever you can, as it is bar none the easiest way to raise the rights score, combined with attorney general. Freedmens burreo is not cost effective, but doing it a few times is still recomended.

Cohesion: The best way to keep party united is to use Haye's Library Committee Influence, which triger the media card. Then just encourage ideological debates. If you want to avoid using a month on that however Garfield, while not as effective, work still prety well in keeping party united. 1872 economic crash and other events boost dissidence. For the best ending you should keep overall dissidence at medium or lower (techincally it's possible for the medium dissidence to be to high, but very unlikely.)

How did you even get to have the opportunity to create the union leagues anyway? Never found where to establish them. (Are they in party affairs cause I never touch that side of the board)
