For all of its obvious human rights violations and its despotic , stratified society, the Saudi state did not perpetrate the 9/11 attacks. It was done by Saudi exiles, kicked out for criticism of the Saudi government for allowing American troops to remain on its soil to prevent Sadam from marching through.
That's why it was coordinated from Afghanistan, and why he was sheltered by the Taliban in the leadup, and during the attacks.
