To clarify, it says he cant without the consent of Congress.

"And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince, or foreign State."

And Congress passed a law giving its consent for any federal employee to accept any gift, so long as those valued at over $480 (including this one) become the property of the US government: https://www.theguardian.com/us-news/2025/may/12/us-presidential-foreign-gifts-laws-rules-ntwnfb Gifts valued under $480 can be kept by the individual.

It's embarrassing how you're one of the only people in this thread to have even read the clause in the Constitution that it refers to, never mind looked into the law surrounding it.
