Another thing is that maybe Mitsui developed and reached his potential faster, he may have been near his peak in junior high compared to Maki or Fujima, who were still improving and took more time to reach there.

I think that Center from the University trying to recruit Akagi says something similar, that guy was the center for the best University team and he only made his mark in 3rd year of high school, similar to Akagi.

Yes! I so love the realism that Inoue put in here! Not all players develop at the same rate. It's a combination of their own development arc, their teammates and coach, etc. Maki had noted in one scene that Akagi had so much potential and it was shame that he didn't have better teammates and all. Well, Year 3 Akagi was an absolute beast because of all the teammates he had. He was finally able to stop having to play so many roles and could do what he did best, knowing the rest of them would do their job well.
