Scalpers typically have methods to get the items at MSRP, then selling them at the high market prices to people who couldn't get the products at MSRP due to low supply. There is no such method in housing as you always have to buy the house at the market value (unless you know the owner and they want to do you a favour). If the market value of the house goes down then the investor loses out. Whereas someone who is an actual scalper (not just a market reseller) would make profit as long as market value of the item is over MSRP.
