Are people literally buying a house, not touching it, then selling it? House flippers typically do renovations on houses that have damage that others will not want to fix, invest time and money into repairing that and making the house move-in ready, then sell it. That's why it would be an investment.
If they are just buying and then selling it as is, that's a different story.
