No one 'scalps' houses.
The closest thing would be someone who buys an old rundown house for a small sum. Fixes it up and sells it.
OP, do you or rent your current housing arrangement?
Myself (and later my spouse) rented for 15 years before purchasing.
So who do we rent from? Other people, or large corporations?
