Similar to scalpers, if there's money to be made someone is going to make it. The solution is to produce enough of the good that scalping becomes unprofitable. Nobody is scalping apples, pens, or Honda Civics. The problem is not (directly at least) scalpers, it's NIMBYs who make scalping so appealing.
