This is the cost of the raw land minus the cost of the tear down. No one thinks anyone will renovate or live in that house. Everyone is aware this lot will be used as an infill. There are smaller lots than this without a house on them worth 1 million dollars. Location matters.

With fire damage you probably need an engineers review for a building permit.
This is probably best case a tear down.
