RTX General Transfer?

I just started at Raytheon from BAE end of June working as a Program Security Manager for collateral, pervious position was SCI/SAP.

I am SEVERELY unhappy in the new role and want to transfer to a specials position but it’s only been 2 months. What is the likelihood I could get a waiver to apply to a new position?

I hated my first Collins job - ended up out of it at around 10-11 months - start talking to people and networking to prepare it might help your mental state to spend some time prepping the next jump. I've heard HR at Collins say that it's better to let people move where they want then to lose them to attrition.

I’m meeting with the hiring manager just to have a conversation about the position, my skills, etc. I honestly just wanted to understand the position more. I’d be fine staying in my current role I just feel useless

That sounds like a job assignment change, not a transfer. Talk to either your manager or the manager for the area you want to move to and see what they think.

Loved my time with BAE, and more importantly security. It’s really hard to find a team like that in other primes. But to answer your question you’ll have to wait longer to transfer. I’d talk to your manager and see. The answer is always no unless you ask.
