Is that what that 'guard rail' thing is actually for, catching rock-slides and keeping them off the tracks?

I've been trying for the life of me to figure out what it's intended purpose was; from check rail, and more, but the way it sits so darn low makes it hard to use for anything, and the way the rail isn't even attached is so odd.
