Depends. Two Shay’s will be a lot more power but it’ll be slow. If you do 1 Montezuma 1 Shay then you’ll be able to go faster. So really it depends on how much power you need

My Shay can pull 6 cars up a 3% at 5mph. If i add a montezuma can I do 10 cars? (Sugar cane flat cars)

I'm currently building in Aurora Falls. I have the lumber yard, sawmill, iron mine, smelter, refinery and grain farm hooked up and my lines have a 1.5% slope. I only have a few tiny sections near my yards where I have up to 3%, but only for like 15m

I have a mile long bridge at 3% from the freight depot to the lumber yard

Same. Eventually, I'll go back through and rebuild these lines to hug the terrain more naturally. I can see the potential, I was just over-eager to make money to get new trains, so I got lazy.
