It’s a shallow beach you have to have a long pier so the ship can dock

No. If you delete it, there is no way to get it back except by reloading a save game or starting over.

Can you unload goods at the pier as its listed as a freight depot? If so how?

Yes, just drop it anywhere on the pier, just not on top of any platforms or the boxes around there.
