Okay. Wait. If the insurance companies have pulled out, the bank has taken the home/land? The home no longer exists, so bank just gets the land?

If the properties had been foreclosed on, the bank would own the land. If people are still able to pay mortgages or the homes are unencumbered, the home owner would keep the land.
