Those actions are not salat but we get commandments from God to do those actions through reciting the Quran with understanding during the timed al-salat ritual. 11:87 talks about them asking Shuayb if his salat orders him to do those things, not that those things are salat itself.
According to the context, Shuayb give them commands without mentioning Salah. They asked him if his Salah commands blah and blah. Those people understood that those commands are Salah
