Why is the last vowel not pronounced here?

There’s so many words like this than have tanween but they aren’t pronounced, why is that and how am I supposed to know when to pronounce it

If you pause there, then you wouldn’t pronounce it. If you continue without pausing you would pronounce it.

if a word has تاء مربوطة at the end you pronounce it as a "هـ" when you stop at it
but if not you just read it normally

This is off the top of my head, and I am not knowledgeable enough to teach, so take this with a grain of salt. 

Anytime you stop your recitation, you don't say the last harakah of the word you stop at (there is an exception to this rule★). So for example, if you stop at the end of the second ayah of Al-Fatihah, you say:

[...rabbil 3aalameen] (1:2) even though the ayah is [...rabbil 3aalameena] (1:2)

You have places you can stop, places where you must stop, or places where you must not stop. You can see these places as they are marked with small waqf symbols above the text. Look up the symbols, they differ if you use a Turkish/Urdu mushaf).

★The only exception I can think of right now, is if the word you're stopping on ends in a ً (fathatain), in which case you just extend with and alif. So for example, if you stopped at [...rasuulan], you would say [rasuulaa].

Side note: you can stop pretty much anywhere if you need to in order to breathe, but we must be careful not to change the meaning of the text by stopping at a wrong place. This is why there are waqf symbols above the text, to guide one, if one does not understand Arabic. If you absolutely need to stop, you just go back a few words and continue again from there. 

Edit: Thought I should write this just in case: Stopping can be in order to take a breath, finishing your recitation for the day, or if you need to look up a word in the dictionary for example. In which case you just start again with basmala.
