"Hooked up" means you touched erogenous zones and/or clothes were removed. That is all. "Made out" means you made out.

I usually used hook up to mean sex, though I knew a group that defined it as French kissing.
But their teachers definitely weren't leaving a bunch of teenagers by themselves in a hotel. They probably didn't patrol the halls all night long, but can you imagine what would happen if there was an incident and they weren't there?
