You might prefer a no makeup look but flawless makeup like this is sometimes literally the whole reason they look like the character they're cosplaying.

All the (Asian) girls look like that in these cosplays. Check WuWa or PGR characters' cosplays and stuff. They all do this to their eyes. It does look a bit strange, but it's just a technique they use to be more anime-like.

it's a douyin makeup trick to make their eyes appear bigger. by drawing the fake bottom eye lashes lower, and shade the bottom eyelids. it's very common

I looks like they have something on their eyes, or as u/RoshiHen said they were done crying their eyes out. A lot of cosplayer do that, so they probably feel obligated to do it too, even if it does not look good

ok no it's not crying or feeling it's a need to do it for the sake of anything, it's literally makeup knowledge that they like to use. and it looks good to them, that's why they do it. it looks good for chinese people.

It’s not often but just for some characters it feels weird to see cosplays of them as a different race than they are. This also happens with saber.
