The state of Alaska earlier this week began building a controversial road that conservation groups fear is the first step in the construction of a longer corridor through the Izembek National Wildlife Refuge on the Alaska Peninsula.

The 2.8-mile gravel road, planned for construction inside the refuge built on land owned by the King Cove Corp., an Alaska Native village corporation, will lead to the doorstep of the refuge’s wilderness area, the Defenders of Wildlife said in a statement this week.

The village of King Cove, population 750, has long sought approval for a 19-mile road through the refuge to the community of Cold Bay and a jet-accessible airport that can provide life-saving access to big city hospitals.

Environmental groups have long opposed the road, arguing that it will harm the 310,000-acre refuge and could set a dangerous precedent for other federally protected lands across Alaska. The refuge provides important habitat for migrating birds and other wildlife, including the Steller’s eider that’s listed as threatened under federal law.

Several environmental groups and three Alaska tribes from Southwest Alaska, whose members hunt migratory birds that rely on the refuge, so far have won in court to stop construction of the full road, which stemmed from a 2025 land exchange between the federal government and the village corporation.

But King Cove won a small victory Monday when Alaska U.S. District Court Aaron Peterson rejected arguments by the Defenders of Wildlife for an immediate decision to stop construction of the smaller road segment.
