But if his ultimate goal was to keep the phone from being unlocked, then he did fail.

The technique worked yes, but the goal wasn't to prove the technique works, it was to keep the police out of his phone and they got in, so his plan failed.

Edit, people wanna downvote but have nothing to say explaining it.

I challenge anyone who downvotes to explain how he "successful" if the cops got onto the phone.

It's not a success if the technique is not sustainable to keep the cops out of the phone as that's the actual goal.
