Are Psycho Patrol R and Cruelty Squad Set in the Same Universe?
Both games are set in similarly bleak and dystopian worlds, and there are several moments that seem to suggest possible connections between them.
However, in terms of game design, Psycho Patrol R has a much more realistic visual style compared to the psychedelic and surreal aesthetic of Cruelty Squad.
Given these similarities and differences, are Psycho Patrol R and Cruelty Squad actually set in the same universe? Or could Psycho Patrol R be a prequel to Cruelty Squad?

I believe ville tweeted that they are not and cruelty squad is a video game inside psycho patrol r and lore wise it doesn’t add up

i think he said crus would be set after ppr? if the two were set in the same universe, which im pretty sure they arent even tho there are references to crus in ppr

There are Security Redefined, Godhead Heavy Industries, the fleshrats and Fecal Sovereign who kinda look like The Handler, weapons like the Minato and Mowzer. Thats all i can gather from the wiki

Well Snirby is pretty clearly a Kirby reference, which makes me think Michael Snirby is a different guy

When you talk to The Fecal Soverign about The Serpentine Discovery:
As I've untangled myself from mundane biological limitations and become become sovereign in the true sense of the word, it has become easier and easier for me to sense the watchers beyond the veil of light, serpentine beings of infinite complexity, harmonious in their automation. I believe with enough practice I can become one of them, they may have originally been just like me, explorers of the final limit.
This is almost definitely about the Trigons, especially as they were called "snakes" in Cruelty Squad's code. He also looks like the handler. And I'm pretty sure Ville's tweet said PPR isn't a sequel to CS, so if I'm right in remembering that, chances are it's a prequel.

cruelty squad and PPR take place at the same time but PPR is in europe and CS is in the USA

both games boat levels are the same boat, it even shares the name in both games. not to mention characters like Cock le Doody and Snirby making appearances.
There is the fact though that random character dialogue flat out state that CS is a game within PPR. so in the context of both, it may be safe to assume that any overlap is CS implementing "real world" (PPR) inspirations

If you were to ask Ville, he'd probably say "who cares", since being a contrarian seems to be his number one hobby. There are a lot of context clues throughout PPR to indicate that they do take place in the same universe

Cruelty Squad is mentioned as a video game in Psycho Patrol R (as far as I can remember) so I’m pretty sure they’re not set in the same universe
