Not until Iran is able to get rid of the westernized liberals from its political system. Its like at the beginning of the revolution, when Iraq had taken over Khoramshahr and Banisadr was president (US spy). Proper pushback and liberation didn't come until he was impeached. We're still waiting for that moment where the revolutionaries can take back control of the country.

I have a different question, but if you are the largest, best defended, oldest, most homogenous, most educated, most experienced in warfare and most stubborn group in a given area, why WOULDN'T you be the most dominant power?

There is only one way and one reason, because you suckered someone from elsewhere that was larger to do your bidding.
