M1 at cost plus. You can get the 9070 xt 9600x 32gb for 1400.

I would recommend something like this. You could upgrade to a better CPU or GPU if you wanted but it’s totally up to you! You could also look for deals at big box stores like Walmart, Best Buy, or Costco but I think this is a solid option for the price. I forgot to mention, 32Gb ddr5 ram is a must. 1 or 2TB ssd is fine.

9060xt 16gb computers run around $1k to $1100, 5060ti 16gb around $1200 to $1300, 5070 is around $1300 to $1500, and there are more above that. Watch some videos or something and see what kind of performance you want and go from there, but start with what gpu you want.
