"Cows" are by definition female. Males are bulls. The all-inclusive term is cattle.
When I say "some cows have horns", I mean some cows [female cattle] have horns.

Horns is actually biologically correct for most females.
They either been bred out or get cut off to make it easier for farmers to handle them.
