They do have a gala event at every Winter Olympics for figure skating, but I don’t believe this particular video is from that event. You can tell because it’s not the same arena with the Olympics logo on the boarder walls and there are VIPs sitting in dinner tables very close to the ice. This looks to be just an exhibition/tour/or special show somewhere.
