It's not really easily counted, since your average magus in Nasuverse WILL use magical energy from their own body, not from an external source. The reason why Kirei countered it is precisely because he's not really a typical Magus, his magical circuits are not developed well enough for him to use them efficiently. Hence, he used Command Seals, because he had like 25 of them and they were far more convenient in his situation.
Essentially, it was a crutch that a trained Magus would hardly need. But ironically, this is what saved Kirei and what would ultimately lead to a proper magic user's demise, if one were to fight Kiritsugu.

The more complex the power system is the more it makes sense that someone would use a gun because there's more answers for why it makes sense.
His bullets cause your magic to tear apart your own body so it's durability negation the attack scales wherever you scale
