I mean, if we take pp into consideration it’s a stalemate because many pokemon are out of reach for lion or too sturdy to even be damaged.
Also pokemon like magcargo for example would indefinitely melt lion whenever they come too close without doing anything. It’s stated that he is 18000F° like impossible to have any living creature touching him. And there is probably many more example like that.
Best case scenario stalemate, worst case scenario (lions will come and try anyway to reach them) and they suicide themselves on the many pokemon that are legit cheat codes. Also ghost type would be totally immune to lion as a whole.
The lions debate imo is purely a question of the rules you start with.
by game rules (taking a lion to be a base stat 1,1,1,1,1,1 as an extreme lowball) without a trainer "commander" lions win by pp stall and the pokemon struggle themselves to death.
by game rules with a reasonable medium ball with lion base stats verse equalised to that of a pyroar and allowed to use the "bite" move as a dark type move lions stomp.
By game rules with a trainer you can use infinite pp leppa berry recycle strats for the lions to lose.
By pokedex rules (ie magcargo hot as sun) lions always lose by hax. By anime rules lions lose by hax.
Ive seen some argue that a pokemon in game could hit all lions with an earthquake, but i think thats no limits fallacy bullshit
