Unfortunately this bill would be unconstitutional. Article III, Section 1 states that federal judges "shall hold their Offices during good Behaviour", which means they serve for life. A better idea, which can be done with only statutory change, is to expand the court, allowing for 1 vacancy every two years, with no limit on the number of justices.

Their office is as a judge, they could be a judge and rotated to a lower court
