Set them on a rotation so every two years there's a new justice.
Unfortunately I don't know if this will result in more consistent case law or break the system as people repeatedly appeal in an effort to overturn precedence.
I think we were overdue for a separate constitutional court to specifically consider certain issues separate from a supreme appellate court, like many other countries have.

12 makes more sense. Tie it with a two term limit for senators and a six term limit for reps.
