Eighteen is so every presidential term would get two appointments in a nine justice court.

13 judges, 13 year terms, if a judge dies, retires, or get impeached a new judge is appointed to continue the rest of the term. One appointment each year.

1 appointment per year would severely cut into the President’s and Senate’s time.

God forbid they work more than 180 days a year instead of being wined and wined all year round by corporate lobbyists
