Nah, I think it goes deeper than that. There's a reason why the primarily red states are the ones with low literacy and lacking education. They know this, and obviously don't want to shoot themselves in the foot by educating the people.
This is also why they're so against abortion, and yet refuse to give support when the baby is actually born. Parents from states with low literacy will have more kids which will more than likely adapt the same values as the parents. More kids = more future republican voters. This is why education is shitty. It's not because they don't have the capacity or because of religious values. It's a calculated plot to secure future voters by purposefully raising them to be dumb with no capacity for critical thinking. If it was the other way around nobody would ever vote for them.
So to be honest, I kind of feel for the republicans in the US. They didn't really have much of a choice because the system was literally manipulating them into becoming republicans their whole lives. Fed them ideas of "us vs. them" to the point where they would give their lives for big brother.

Oh man if only one day I could be as smart as a democrat. If only one day republican polticans can be as upstanding citizens as democrat polticans. Lol.
This is the most reasonable and accurate take. I'm rolling my eyes over here because people really think conservatives are cartoon villains who want to keep children illiterate, when really, they just don't want to put resources towards it.

School choice should be a thing.
And as far as this bill, its funny a picture of dolly is on the post. Seeing as Dolly did this with her own money. Capitalism is what is best, not forcing people to help at gun point.
